INS delays (1ǧ×Ö)(MarryLand_GG 2003-2-23 7:33 ÔĶÁ 3270)I sent out my I129F on January 13th 2003, and I got a notice back saying it would take 15 to 21 days for a decision. I waited for abouut 31 days and finally they responded. I am now waiting on a letter asking for more information. I sent everything they asked for on the I129F, so what else could they want?
I know this is very hard on my fiancee, I think sometimes she doubts I really want her in my life, and it's a rocky road ahead right now until things are done. I even sent the INS plane ticket stubs, a copy of my stamped passport and visa, not one, but two letters of intent signed by both of us, pictures of us together while I was in china. Plus I sent them the other things they listed on the form, and I double, triple, and quaddropple checked it before I sent it out. The Ins is as slow as molassis. I was wondering if anyone else has had this happen and what it could be they want, and how the

Marriage in China (1ǧ×Ö)(Happiness 2003-2-2 9:24 ÔĶÁ 966)We were married in China, so I can help you with this.
First of all, the Consulate/Embassy cannot declare you married. They only register the fact that you have a legal marriage according to the Chinese government.
Marriage in China is legally a strictly a secular process. Religious ceremonies are not legal marriages. There are no prohibitions against religious or any other private ceremonies and most people do have some sort of wedding ceremony, often with a large reception. However the only legal marriage is when the couple register with the marriage bureau of the government. There will be an office devoted specifically to that. The process of registering a marriage is not difficult. You will then

Is there such a thing as a federal marriage? If someone was married inside the US embassy (assuming there is a marriage licence available) does that count as a real marriage?

E-mail from DOS (3ǧ×Ö)(owenkrout 2003-1-11 6:27 ÔĶÁ 929)This is from Owen Krout. I just had a conversation with Ms Kathryn Cabral, the Public Inquiries Division Chief at DOS. She recognized my name immediately. She was very helpful and has asked me to post the text of an email. I am convinced that this is legitimate information and that it is a sign of progress. I also agreed to encourage people not to call to check on cases for the next couple of weeks. This is because new, truly helpful steps, have been taken by DOS and by easing up on the phone calls, we will give them the manpower to work even quicker.
All outstanding cases have now been resubmitted. A call to verify this may not be helpful because DOS themselves resubmitted the remaining cases instead of waiting for GZ to do so. Those cases will not show on the computer as having been resubmitted even though they have been. Therefore calling r

The US Government is being unreasonable in the delay of our fiancees visa. In the name of national security, the State Department (with other agencies) ignores our individual rights.
I propose we begin to act as a group instead of individuals. One thing that politicians understand is numbers. We are few, but we can make up for it with activity. For example, if someone finds an e-mail address, address or phone number, post it here. Then we can respond with our story of frustration in numbers.

From my understanding.. (704×Ö)(La_Diva 2002-11-13 10:19 ÔĶÁ 743)1. Their wording is(roughly): "we will keep you passport here and wait for the approval from DOS to issue visa. If you need the passport in this duration, please contact us."
2. GZ mentioned that they can courier the visa at the applicant's cost before but no girls mentioned that they were asked to pay for the mailing fees yesterday. I already posted on 001/usa to double check.

Maybe the ones who were asked to leave their passport were from the GZ area? CR-1? Did they have children with them for the interview? This really seems strange if it is random.
The word used to be that no one left their passport. Then, you could leave it if you agreed to pay for mailing it when the visa was issued. Now?

the update.. (582×Ö)(La_Diva 2002-11-13 22:26 ÔĶÁ 775)From this week on, K applicants (k1&K3) are asked to leave their passports at the embassy if they pass the interview . CR1's will keep their passports still just like other post 8.1 victims...
Unfortunately the K JMs got interviewed yesterday were not asked to pay for the mailing fees yet. My presumption is that they will have to wire the fees at the notice from GZ before the passports are courriered back, if GZ still insists on "at the applicants' expense".(Geeeeeee, EMS here will cost 20RMB only, but...)
At least there is some sign of improvement there...hopefully...

another question on coming to China (577×Ö)(april&jeff 2002-11-4 14:42 ÔĶÁ 734)I'm sorry i've met problem again!
My bf has come to China before all by the Student Visa, but this X-mas is going to be a little different on this.he's supposed to get a travelling visa,so what shall he do? He told me that he needs an invitation letter from a travelling agent here and then he can apply for a visa by that with his passport, air ticket.
But where shall i get the letter? I've called several travelling agents in Nanjing, but none of them know how to write or present such a letter.Any of you have any idea or experience on this?
thanks for your reply first! :)

Chicago Consulate will request an invitation but states that an invitation from the person he will visit will do;
From your words above, i presume your GG will apply for his Visa at NY consulate. Ask your GG to call the visa section, telling them the truth that he is coming to visit you, his Fiancee, and find out whether 1) an invitation is necessry 2) if yes, whether your personal invitation will do.

I have been to China three times: Jan '01, Nov '01, and Apr '02. All three have been single entry tourist visas.

It would be wonderful if it's true! (220×Ö)(houston 2002-10-23 9:55 ÔĶÁ 679)However, GZ said they would issue visas to those who got the "white note" first. If they were about to give visas to Novermber applicants, there are not so many days left for GZ to carry out this job. Well, wait and see!
The scheduled interveiws are almost one month from now (202×Ö)(donahso 2002-10-23 12:03 ÔĶÁ 680)We can hope that visas will be issued to those who have waited since August 1st. GZ said they must wait 2 months...or more. Well, it is more now. I think visas will be forthcoming in the next few weeks.

Too many questions..not enough answers.
-Don H
The interviews were scheduled only at the JMs & their GGs requests.. (446×Ö)(La_Diva 2002-10-20 15:59 ÔĶÁ 700)They emailed GZ saying that they did not mind going for the second time to pick up the passport! This is to say, most probably they will still get a white slip if their interviews are successful, the same as other post-8.1. victims.
However, there are rumours there saying GZ might consider of express mailing the passport back instead of requesting the interviees to come back to GZ for the second time..This needs to be verified though.
Good idea to get the interview done (576×Ö)(donahso 2002-10-21 2:00 ÔĶÁ 721)At least it is one step closer. Hopefully, the SAO will be done more quickly - perhaps they can start when they send P3. Then all of the checks would be completed by the normal time of the interview and GZ could get back to same/next day visa issue. Of course, that may take too much common sense to ever happen.
Still, if there will be a delay after the interview and GZ will express mail the visa, it is a step in the right direction. It will save JMs from making a second trip and mail is cheaper than tickets. Guess we just have to wait and see what develops.

I also notice in Matt Udall's post: (352×Ö)(La_Diva 2002-10-17 22:13 ÔĶÁ 711)"Also note that the NSC has received a mandate from INS Headquarters to resolve all IBIS hits within 15 days by 12/31/02. I was waiting for a long time without knowing what was wrong.I should not have trusted their work...Eventually,I found it out and asked my husband to write senator and INS to complain and have INS send the files to consulate again. Even so, it was delayed for at least three months!! To tell you a truth, the major work of consulate is to serve and protect US citizens in China. They will not pay too much attention on immigration thing...The less the immigrants are, the better. That is why they ignore us and keep cutting the number working for immigration section.

hi, hb911, i see you mentioned about the "money order"(»ãƱ).but i am still confused about that. (196×Ö)(lele_lele 2002-10-11 15:01 ÔĶÁ 695)you know i just have a deposit book in Bank of China. and i have no check at all. do you think i am qualified to get a money order in my bank?
i am waiting for your answer. thank you in advance.
Looks like maybe (405×Ö)(donahso 2002-10-9 14:26 ÔĶÁ 679)Go to:

you will see China listed, but don't know if the account works the same as in the US. For the US, you can direct deposit/withdraw between your bank account and PayPal account. I'm pretty sure that going from a US to China account would require a withdrawal in RMB at the bank's conversion rate.
Good idea, though.
UPDATE on PayPal (770×Ö)(donahso 2002-10-10 7:25 ÔĶÁ 735)I did some more checking and don't think PayPal will let you withdraw from a China international account. It looks like you can receive funds, but must 'spend' them through PayPal. So I don't think it will get you what you want. For countries where you can withdraw in foreign funds, there is a pretty healthy fee.
The easiest way to pass money to someone in China is to send them an ATM card on a US bank account. Stick the money into the account and they can withdraw it through an ATM. Some ATMs limit individual withdrawals to anything from 1,000 ~ 3,000 yuan. At least that is my experience. Funds are dispersed in RMB and the conversion rate is about 8.2%. Of course, they can hit one a couple times each day and on successive days if a lot of bucks are needed.
